The Hong Kong market
Hong Kong education is regulated by the Education Bureau, which registers schools and tutorial schools under the Education Ordinance and publishes school profiles that parents consult. Local schools take students to the Hong Kong Diploma of Secondary Education, with government, aided and Direct Subsidy Scheme schools competing hard for strong intakes. Alongside them sit international schools, including the English Schools Foundation and independent schools offering the IB Diploma, IGCSE and GCE A Level. Competition for places runs in both directions in Hong Kong: families compete for schools, and schools compete for families in a city where cohort sizes have not been stable.
